Jacob counsels individuals, businesses, citizens’ groups, and municipalities on diverse environmental, land use, zoning, cannabis, energy, and municipal law matters.
For municipalities, he provides special counsel services to boards, prosecutes code violations, and advises on a wide range of procedural and legal issues. His practice also focuses on ensuring government entities comply with the law and he has litigated cases related to New York’s Administrative Procedure Act, Freedom of Information Law, and Open Meetings Law.
In his environmental, land use, and real estate practice, Jacob works on matters involving zoning, site plans, special local approvals/permits, variances, incentive zoning, and other real estate development applications. He has prosecuted and argued Article 78 proceedings in New York State trial and appellate courts, advised public and private sector clients on the State Environmental Quality Review (SEQR) process, and worked with clients on environmental and land use regulations.
In his cannabis law practice, Jacob helps entrepreneurs grow their businesses the right way by navigating them through complex state and local requirements, advising them on license applications to the New York State Cannabis Control Board, assisting them with statutory and regulatory compliance, and helping them identify social equity benefits available under the Marihuana Regulations and Taxation Act.

Jacob is a member of the American, New York State, and Monroe County Bar Associations. He is a member of the New York State Bar Association’s Local & State Government Law Section, the Environmental & Energy Law Section, and the Cannabis Law Section. In the NYSBA Cannabis Law Section, Jacob is a member of the Executive Committee and has chaired the Local Government Committee since 2022. He is a former member of the Board of Directors of Flower City Arts Center and a former Attorney Observer to Board of Directors of the Senior Law Center.
